The Czech government is preparing legislation that would prohibit students from using mobile phones and electronic communication devices throughout the school day. The proposed restriction would extend beyond classrooms to cover cafeterias, breaks and after-school programs, according to local media reports on Saturday.

Legislation targets device use across campus

The bill, submitted by Prime Minister Andrej Babis and Education Minister Robert Plaga, aims to restrict smartphone use in kindergartens, primary schools and the lower grades of multi-year grammar schools. Radio Prague International reported that the prohibition would apply not only during lessons but also during recess periods, meal times in school cafeterias and after-school activities.

Medical and educational exemptions included

The proposal includes provisions allowing students to retain electronic devices when required for medical reasons or special educational needs. Individual schools would retain the authority to authorize mobile phone use during specific lessons or educational trips when such technology serves instructional purposes.

Children's Ombudsman criticizes state intervention

Children's Ombudsman Martin Benes has challenged the necessity of the proposed law, arguing that educational institutions already possess adequate powers to regulate student behavior through internal disciplinary codes. Benes stated that additional state legislation represents an unnecessary intrusion into matters that school administrations are equipped to handle independently, according to local media.
