The Turkish Transport and Infrastructure Ministry has announced its 2026 program, targeting major expansions in high-speed rail, port connectivity, digital access, and domestic technology development. The plan aims to boost trade records and service coverage nationwide.

Türkiye is set to accelerate its transport and digital infrastructure development under a comprehensive 2026 program unveiled by the Transport and Infrastructure Ministry. The ambitious plan targets significant growth across railway, maritime, road, and communication networks while prioritizing domestic technology development and universal service expansion.

Railway modernization and urban transit expansion

The ministry projects substantial progress in rail transport, with high-speed train lines expected to reach 2,769 kilometers and total railway length extending to 14,437 kilometers. Electrified lines will comprise 55 percent of the network, while double-track railway lines will increase to 19 percent of main lines. Urban rail systems are targeted to reach 487 kilometers with approximately 260 stations. The share of railway passenger transport is expected to climb to nearly 6 percent, signaling a strategic shift toward sustainable mobility.

Maritime growth and port connectivity

Significant targets have been set for the maritime sector, with vehicle transport via Ro-Ro vessels projected to exceed 5 million units. Container handling is expected to reach 15.1 million TEU, while cargo handled by Turkish-flagged vessels at domestic ports aims to surpass 101.9 million tons. The Rize Iyidere logistics port is scheduled for completion this year. Crucially, the ministry plans to expand railway connectivity to ports, increasing rail-connected ports from 19 to 20 and extending connection lines to 473 kilometers.

Digital inclusion and domestic R&D

The program places strong emphasis on bridging the digital divide. Settlements receiving mobile communications services will increase from 3,691 to 3,905, while universal postal service access will expand to 37,826 locations. The ministry will support 60 research and development projects focused on domestically developing transportation, maritime, and electronic communications technologies, reinforcing Türkiye's drive toward technological self-sufficiency.

Aviation and combined transport targets

Air transport infrastructure will see continued development, with international cargo volume targeted to grow by 4.8 percent and international destinations expanding to 133. Combined transport services will be developed in a sustainable and competitive framework, with railways' share in total freight transport targeted at 4 percent. Vehicle inspection rates are expected to reach 80.5 percent. The comprehensive program underscores Türkiye's determination to strengthen its position as a global logistics hub while enhancing service quality and accessibility for all citizens.
