Germany Backs Gaza Plan With Aid But Rules Out Troop Deployment

Germany has committed significant financial resources to Gaza reconstruction while explicitly ruling out military participation in the proposed international security force. Chancellor Friedrich Merz announced the position Friday, confirming Berlin will provide €29 million in immediate humanitarian assistance and support European police missions rather than contributing troops to stabilization efforts.

The German government will immediately dispatch €29 million ($33.5 million) in humanitarian aid to address Gaza's urgent needs. Berlin will also coordinate with Egypt to organize a reconstruction conference focusing on restoring essential infrastructure, including water and energy systems, alongside improving medical services throughout the devastated territory.

Chancellor Merz welcomed the ceasefire agreement mediated by the United States, Qatar, Egypt, and Türkiye, emphasizing the need for swift implementation to return hostages and stabilize the situation. Germany will participate in the proposed "Board of Peace" international transitional body and continue supporting Palestinian Authority reforms to enable its future governance role in Gaza.

While supporting the concept of an international stabilization force, Germany explicitly excluded troop contributions, instead focusing on strengthening EU police missions EUBAM Rafah and EUPOL COPPS. Berlin will work to establish legal frameworks for international security presence through potential UN Security Council resolutions while maintaining its non-military participation stance.
