ISIL's governing scheme revealed
The self-proclaimed Islamic State's deputy, the second leader after Baghdadi, is a Turkmen code named as Abu Muslim
The Turkish Daily Yeni Safak revealed the Islamic State of Iraq and Levand, or ISIL's governing structure. Abu Muslim Fadhl Ahmad al-Hiyali, the second in command of the self-proclaimed Islamic State, whom Yeni Safak reached, stated that he was appointed as the Mosul governor last Friday, July 4, by Bagdadi after Bagdadi appeared to conduct the Friday prayer in Mosul's al-Kabeer Mosque.
His announcement follows the release of Baghdadi's Friday prayer video on social media last Saturday.
'Whom you saw in the video is Baghdadi himself. He is alive,' Abu Muslim told Yeni Safak, refuting the claims that Baghdadi was dead.
After the Friday prayer last week, Baghdadi gathered with seven members of his staff and re-assigned the governing structure, Abu Muslim stated. Abu Muslim, the third governor assigned for Mosul, is a Turkmen from the Telafer district. ISIL and its Sunni supporter groups have had disagreements on the ground, since they captured Mosul on June 9.
DEMOGRAPHIC CHANGE ON THE WAY
In the first hours of Mosul governor's office raid on June 9, ISIL set the 3rd and 4th floors of the building on fire. Those floors housed the important computer data, which was mainly the region's demographic information, local sources said.
Since almost all Shiites, many Arabs, Turkmens, Christians and Kurds left the city, ISIL is widely expected to change the demographic/ethnic outlook of the city, sources said.
Proving that, 'If the families who left the city do not return in a month, their lands and properties will be seized by ISIL,' Abu Muslim said.
The so-called Islamic State reportedly started to record identifications and land registrations.
This terrorist organization, that self-proclaimed a caliphate state from Mosul to Syria's Raqqa, began issuing on July 4 its own passports that will be delivered to 11,000 of its members at first, as well as car plates.
Abu Muslim said that they will be issuing their own ID cards soon.
ISIL reportedly recalled the public officers of Mosul to active duty and warned that if they do not obey this call, they would be charged.
All the public services including electricity, water, telecom and municipal, have been halted in Mosul, since the city was captured by the terrorist organization on June 9.
WHERE IS BAGHDADI: IN MOSUL OR SYRIA?
After Baghdadi's video was released, his whereabout is being debated. While Baghdadi's deputy said the person in the video was him, Brigadier Saad Maan, Iraq Interior Ministry's Spokesperson told Yeni Safak that Baghdadi was shot a few days before Friday, and was taken to Syria for treatment. Maan asserted that the person in the video was a stand-in, not Baghdadi.
