Two more Kurdish figures in exile return to Turkey 20 years after leaving for political reasons
Mahmut Kilinç and Necdet Buldan, the two Kurdish politicians accused of being involved in the establishment of the PKK-dominated Kurdish Parliament in exile and the Kurdistan National Congress, returned to Turkey on Tuesday, as a sign of Turkey''s bid to make peace with the Kurds works on the right track.
Their arrival comes after 8th Ankara High Criminal Court, which tried 31 defendants who acted in forming the Kurdish Parliament in ''exile'' 'and' Kurdistan National Congress, revoked the warrants of arrest against 26 defendants abroad. The Ankara court also gave the defendants guarantee that they will not be arrested if they testify before a court in Turkey in the next three months.
After landing at Ankara''s Esenboga airport at 01:30 pm, Kilinç and Buldan were detained by the officers, from the encounter-terrorism unit in Ankara police HQ.
They were taken to the Ankara courthouse to testify in the trial of the self-proclaimed Kurdish Parliament in exile following a routine medical check. The judge released both defendants in the trial.
By going to the courthouse right after their arrival, this now provides them immunity from being charged again in connection with the Kurdish Parliament in exile under the Article 246 of the Turkish Code of Criminal Procedure.
The court also submitted a document of guarantee which also secures the release of Zübeyr Aydar, Remzi Kartal and other figures on the condition that they testify before the court within three months.
The court ruling is expected to accelerate return of Kurds from Europe into Turkey.
Wheelchair bound politician returns after 21 years in exile
The 'return home' process was launched in April for Kurds in exile when prominent Kurdish politician, writer and intellectual Yasar Kaya, set foot in Turkey after a 21-year exile in Germany.
He came back after an Ankara court lifted the arrest warrants for him and other Democracy Party members, Yusuf Serhat Bucak and Serafettin Kaya. Their warrants had been lifted in a response to their appearing before a Turkish court to testify.
Their testimony have made them immune from being charged again in connection with the Democracy Party, according to Article 246 of the Turkish Code of Criminal Procedure.
Six Kurdish Democracy Party deputies were arrested in 1994 and sentenced to 15 years in prison. In 2002, the European Court of Human Rights held the Democracy Party's dissolution to be contrary to Article 11 of the European Convention on Human Rights.
Ankara to contact PKK''s European wing
When Prime Minister Ahmet Davutoglu completes the regulations, talks will be held with the leaders of PKK''s European wing, in order to set conditions for the return of those, who want to return into Turkey.
The first official contact to be held in Brussel in the upcoming October is widely expected to arrange the first return for 795 PKK members, who want to leave the country, where they live in now, from the begining of this upcoming December.
The talks also aims to remove obstacle of their entry to Turkey for any reason if they decide to stay in the country where they live now.
