Comprehensive framework takes effect
Speaking in a statement released in Brussels, Commission officials said the pact establishes "for the first time" a comprehensive system balancing solidarity and responsibility among member states. "For the first time, the EU has a comprehensive migration and asylum framework in place, with strong external border protection, fair and firm asylum rules, and a balance between solidarity and responsibility," the statement said. The regulations, adopted in May 2024, will now allow member states to fully apply the rules in practice.
Fast-track returns and solidarity mechanism
The pact introduces accelerated asylum procedures at external borders for individuals deemed unlikely to qualify for protection or considered security risks, alongside provisions for swift returns without authorization to enter EU territory. It also establishes shorter deadlines for asylum processing and stricter regulations governing abusive or subsequent applications. The Commission noted that the pact implements a "fair balance between solidarity and responsibility" through a permanent mandatory solidarity mechanism offering flexible contribution options for member states.
"Member States will continue to adapt and finetune the new procedures in the coming months, with continuous support from the Commission and EU Agencies," the statement added. The overhaul also strengthens safeguards to protect fundamental rights, including independent monitoring during screening and border asylum procedures.
